Assessments may be only way to pay for infrastructure upgrades

Benson faces tens of millions of dollars in infrastructure reconstruction. Its sanitary and storm sewer and water service lines are aged and failing with increasing frequency. Streets are deteriorating, too, but even when they look in fair shape, they mask the problems below.
